Toothpaste is a cosmetic under TR CU 009/2011
In the Eurasian Economic Union (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan), toothpaste is a cosmetic product. Before it can be sold, it must carry EAC documents proving it meets technical regulation TR CU 009/2011. Customs checks on imported cosmetics have tightened through 2025-2026, so the documents have to be right before the goods ship.
Which document does your product need?
There are two routes under TR CU 009/2011. Which one applies depends on the product.
Declaration of conformity
A standard adult toothpaste usually needs only a declaration of conformity (deklaratsiya sootvetstviya). This is the faster route.
SGR state registration
Whitening pastes, children's toothpaste, toothpaste with fluoride above 0.15%, and pastes with hydrogen peroxide must go through state registration (SGR). It takes longer and costs more, so we flag it early and handle it with you.

We prepare compliant Russian-language labelling and the supporting documents the import requires: SDS, COA and a Certificate of Free Sale.
