What does an oral care contract manufacturer do for your brand?

A contract manufacturer makes finished toothpaste and mouth-care under your brand, not its own, so you can sell the product without running a plant. Zongheng runs 30 production lines, 12 for compounding paste and 18 automatic filling and packing lines, across 35,000 m² with around 500 staff. The range covers daily and children's toothpaste, toothpaste tablets, toothbrushes, oral mousse, mouthwash, dental floss, breath spray, hotel amenities and soap. OEM or ODM: which fits a new oral care brand?

Choose OEM when you already hold a formula and want it produced; choose ODM when you want the in-house R&D team to develop the product to your brief. The two routes differ mainly in who owns the formula and how much design work sits with the factory.

How low can the MOQ go, and what is the trade-off?

Some items start at 1,000 pieces per SKU, such as the V34 purple colour-corrector toothpaste, while others carry a higher minimum. A low minimum lets a new brand launch two or three flavours in one order, see which sells, then reorder the winner rather than commit to a single 20,000 to 30,000 unit run. The trade-off is honest: the unit price at 1,000 pieces is higher than at volume, because the fixed line changeover is spread over fewer tubes. Custom-printed tubes or cartons carry their own packaging minimum, which can sit above the paste minimum, so ask about both when planning a first order. Current MOQs sit on each product page.

How do you verify a Chinese oral care factory before ordering?

Ask for numbered GMP certificates you can check independently, because a Chinese factory cannot be verified through a company registry the way a domestic supplier can. The factory has held its cosmetics licence for 30 years, since 1996. Zongheng makes to ISO 22716 cosmetic GMP (certificate CN14/21829) and follows FDA CFSAN cosmetic GMP guidance (CN14/21830), runs an ISO 9001:2015 system (10421Q00711R0M) and holds the Chinese toothpaste production licence (苏妆 20160095). The plant has also passed an on-site SGS assessment. Each is a real, numbered document your customs broker can verify, which a legal-entity lookup cannot give you for an overseas plant. Because oral care is regulated as a cosmetic in most markets, this GMP base is also what supports the COA, MSDS and Certificate of Free Sale that importers request. Which export markets and compliance paths are covered?

Zongheng ships to South America, North America, Southeast Asia, the Middle East and Africa, and 81% to 90% of output is exported. Two companies run as one chain: the factory, Huai'an Zongheng Bio-Tech, makes the product, and the trading arm, Huai'an Bost Trading, handles quotes, contracts and export paperwork. On sourcing platforms the export team holds a 97.78% response rate and usually replies within about two hours, and the plant keeps a 100% on-time record on committed dates.
